Conditions at listing (December 1982): The General Electric Co. Moreau Site, also known as Caputo Landfill, covers 40 acres in South Glen Falls, Saratoga County, New York. Wastes are scattered over the entire site. Also on the site are a small evaporation lagoon and a drum disposal area. Liquid PCB wastes were dumped into the lagoon, previously an open sand pit. Soil in the drum disposal area, which holds about 100 drums, is contaminated. Numerous private drinking wells and the public wells for Fort Edwards are in the area. Due to chemical contamination, treatment units have been installed in private wells south of the site.

Status (July 1983): EPA is preparing a Remedial Action Master Plan outlining the investigations needed to determine the full extent of cleanup required at the site. It will guide further action at the site.

Local Law No. 1 of 2001, Chapter 145 -Article IV- Water District No. 4 Rules and Regulations: (p. 4) Sec. 145-206. All applications for introduction of water to any premises or for use of water shall be made upon an application form furnished by the Superintendent for such purpose and shall be signed by the owner. Such application shall contain a statement of all uses for which water is requested, including fire protection if applicable. Use of water for any purpose other than those listed in the application shall be sufficient cause to justify discontinuance of water service. Application for additional uses may be made at any time and a permit may be granted therefore. (p. 5) Sec. 145-207. It shall be unlawful for any person to use a well, well water or ground water in Area 1 for any purpose whatsoever. (p. 5) Sec. 145-207. It shall be unlawful for any person to use a well, well water or ground water in or from Area 2 for drinking, bathing, or cooking or for ingestion or human consumption.
